Definition

Under general direction, performs work relating to policies, procedures, procurement, operations of Public Housing, legal and grievance processes, and implementation of daily and strategic activities of the Public Housing Program. Assists in planning, development and implementation of the building modernization and capital improvements to Public Housing. Analyzes and evaluates program regulations and procedures to maintain compliance with and make recommendations for housing programs.


Level Summary

This position is immediately responsible to Public Housing staff and General Counsel. This position requires initiative, strong analytical and communication skills, and independent judgment to perform complicated analyses and project management, maintain and make recommendations on programs, and assume the lead on projects. Assignments may focus on specific aspects of the Public Housing or capital improvements, budgets, financial or operations activities. Some assignments may involve supervision of consultants and vendors and close coordination with other internal departments and external stakeholders.


Function

Researches, drafts, and implements policy, procedures, programs, or systems for the Public Housing Program; performs contract administration to, among other things, ensure conformance to specifications and standards; maintains files for modernization projects; acts as agency liaison with vendors regarding work to be performed; assists in drafting procurement documents, administering the procurement process, and ensuring compliance with procurement regulations; coordinates grievances; and assists with legal projects, such as research, document review, and drafting of pleadings, termination notices, and correspondence. More housing program specific duties may include the following:


  • Under general guidance from Public Housing staff assists in the planning, development and implementation of the capital fund programs and operational activities.
  • Under general guidance from Public Housing staff, administers procurement, contracts, and projects with respect to modernization projects.
  • Works with a variety of individuals and agencies, contractors, inspectors, and licensing and regulatory agencies.
  • Assists in the preparation and analysis of physical needs of Public Housing properties and buildings and corrective measures to be taken.
  • Under general guidance from the General Counsel, coordinates grievances, assists with addressing program violations and assists with Public Housing legal projects.
  • Coordinates the work of Public Housing consultants, contractors, and Marin Housing staff throughout the rehabilitation and modernization process.
  • Conducts and researches HUD established procurement and reporting procedures as needed.
  • Defines problem areas; collects, analyzes, interprets, and evaluates data; validates conclusions; defines and recommends alternatives; projects consequences of decisions or recommendations.
  • General supervision of Public Housing projects in progress and at completion for final acceptance of conformance and design.
  • Prepares a variety of Public Housing policies, procedures, correspondence, contracts, reports and other written materials.
  • Assists in coordinating MHA’s general office functions as needed.
  • Provides assistance to MHA’s executive level management as needed.


Employment Standards


Education/Experience

A combination of education and experience equivalent to graduation from a four-year college or university with major course work in business administration, planning/real estate, finance, public administration/policy or a closely-related field.


Minimum of two years of recent full-time experience in a private, non-profit or governmental agency in research and policy analysis, program management or administration, financial analyses or related work which demonstrates application of the knowledge and ability requirements.


Knowledge / Skills


  • Project management.
  • Working knowledge of HUD-funded affordable housing programs.
  • Techniques in contract and negotiation development.
  • Ability to multi-task under tight timelines.
  • Planning and completing work assignments with minimal direction.
  • Communicating and interacting in situations requiring negotiation or persuasion.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Research and draft policies, procedures, and memorandums.
  • Computer systems such as Excel, MS Word, MS Project and legal or technical terminology relating to affordable housing program functions.
  • Efficiently organize material and follow through on detail without supervision.
  • Effective verbal and written communication.
  • Ability to interpret rules, regulations and policies
  • Work well with division managers, other agency personnel, governmental agencies, elected officials, community based organizations, lenders, investors, diverse resident populations including seniors and those with special needs, and various other community stakeholders.


LICENSE

Possession of a valid California driver’s license is mandatory.


PHYSICAL DEMANDS:

While performing the duties of this job the employee is frequently required to sit for extended periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger, handle, or feel objects, tools, or computer controls and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is typically performed in a normal office setting, with moderate noise levels, but some projects will require walking throughout MHA properties and attending various events and meetings away from the office.
