To submit proposals/bids and be notified of MHA business opportunities you must register with OpenGov
Registration is straightforward:
- Sign Up: Visit the
OpenGov Procurement Sign-Up Page (https://procurement.opengov.com/signup) and enter your email address to create an account.
- Activate Your Account: Check your email for a welcome message from OpenGov and click the "Activate Account" button.
- Complete Your Profile: Enter your name, company name, and other relevant details to complete your vendor profile.
Once registered, you can subscribe to MHA’s portal, receive automated alerts about new bid opportunities, and submit responses electronically. OpenGov provides these services at no cost for one’s first agency subscription. (Subsequent subscriptions to multiple agencies may come with fees set by OpenGov.)

Q What does my business need to qualify and work with MHA?
1. Insurance Requirements:
MHA requires the following coverage:
- Workers’ Compensation Insurance
- Required if you have employees as defined by California law.
- Coverage A: Statutory Workers' Compensation.
- Coverage B: Employers' Liability (including occupational disease) with limits
not less than $1,000,000 per person per accident.
- The policy must
waive subrogation in favor of MHA.
- Commercial General Liability Insurance
- Must include:
- premises liability,
- unmodified contractual liability,
- products and completed operations liability,
- personal and advertising injury, and
- cross liability coverage.
- Minimum limits: $1,000,000 per occurrence combined single limit.
- If a
general aggregate limit applies, it must be
at least twice the occurrence limit or apply separately to this contract.
- Marin Housing Authority must be named as an Additional Insured.
- Vehicle Liability Insurance
- Required if you use vehicles or mobile equipment to perform your contract.
- Must cover
owned, non-owned, or hired vehicles.
- Minimum coverage: $1,000,000 per occurrence combined single limit.
- If a
general aggregate limit applies, it must be
at least twice the occurrence limit.
- Marin Housing Authority must be named as an Additional Insured.
- Professional Liability Insurance
- Required if you perform professional services under the contract.
- Minimum limits: $1,000,000 per occurrence and $2,000,000 annual aggregate.
- If the policy is
claims-made, you must maintain continuous coverage or obtain
Extended Reporting Endorsement (Tail Coverage).
- General Insurance Provisions
- All insurers must be
admitted to California and have an
A.M. Best rating of A:VIII or higher, unless waived by MHA.
- Any
self-insured retention exceeding $2,500,000 per occurrence must be approved by MHA.
- You must provide
Certificates of Insurance and, if requested,
certified copies of policies with all endorsements.
- Insurance must be
primary, meaning MHA’s own insurance and self-insured programs do not contribute.
- You must
pass down these insurance requirements to all subcontractors.
- MHA reserves the right to
adjust insurance requirements if the contract scope changes or extends beyond
two years.
- Notification of Changes
- You must provide
30 days’ written notice to MHA before any material modification, cancellation, expiration, or reduction in coverage.
- If you fail to maintain required insurance,
the contract will terminate immediately unless proper insurance is reinstated before the termination date.
2. Licensing Requirements:
MHA’s
licensing requirements are as follows:
- General Licensing Requirement
- You
must have all legally required licenses, permits, qualifications, and approvals necessary to perform the contracted work.
- These must be
maintained throughout the contract term.
- Professional Licensing
- If your work requires
professional licensing, you must ensure that all personnel performing services under the contract are
properly trained and licensed.
- Compliance must be maintained with
all local, state, and federal laws and regulations.
- State Registration
- You
must be registered with the California Secretary of State to do business in California.
- Contractor’s State License Board (CSLB) Requirement
- If the work performed falls under
California’s Contractors’ State License Board (CSLB) regulations, you must
hold the appropriate CSLB license.
- Business License or Tax Registration
- Business licenses are required by all local jurisdictions served by the Authority. You
must obtain a business license or tax registration for the location where services are performed.
- Federal Licensing & Compliance (if applicable)
- The contract references
HUD and federal regulations, meaning that if federal compliance requires additional licensing, you must adhere to those standards.
- These requirements ensure you are legally authorized and qualified to perform the contracted work.
3. Vendors must to submit a W-9 Form (required for all vendors)
