Overview and Qualifications
The Marin Housing Authority (“MHA”) seeks a professional public relations/marketing/community events/outreach consulting firm with experience with creating message development, image management, and effective communications (the “Consultant”).
The Consultant will have experience and expertise with:
1. Various media formats and channels (news media, Internet and social media).
2. Multi-phased strategies.
3. Communicating to diverse audiences/communities (including local and neighborhood groups).
4. Graphic design and communications.
5. Facilitating and gaining consensus amongst multiple stakeholders.
6. Administrative coordination and implementation of communication strategies.

Scope of Work and Budget
The following shall act only as a preliminary Scope of Services to generally communicate MHA’s expectations. The Consultant should identify any additional services required to meet MHA’s expectations, price them, and explain them in their response:
Develop a Conceptual Strategy that addresses:
A. Budget:
1. Provide a rate sheet for the potential staff assigned to the Project.
2. Propose a budget that supports your proposed activities for a duration of 12 months.
B. Overview
1. Messaging/narrative about MHA’s revitalization project (the “Project”).
2. One-on-one, small group, and townhall style meetings with the community to address concerns.
3. Engagement of key community stakeholders including residents, community/neighborhood organizations, community leaders, elected officials, affordable housing and nonprofit organizations, faith-based groups/churches, and open space/parks advocates (collectively “Stakeholders”).
4. Presentations to community groups, neighborhood associations, and other organized groups to solicit feedback & increase awareness.
5. Digital assets and collateral to communicate Project details accurately and consistently.
6. Stakeholder correspondence, tracking conversations, responding, and elevating conversations.
C. Scope of Service Specifics:
I. Strategic and Day to Day Management
1. Develop and manage a regular schedule for communications and outreach.
2. Provide management/monitoring of social media, content creation, community engagement and advising on additional initiatives for effective communications.
II. Press/Media Communications
1. Establish an accurate narrative about the Project and the work being done by MHA.
2. Develop strategies to engage the press across platforms and formats.
3. Provide story ideas, content, press releases, and media advisories.
4. Develop talking points and prepare speakers for clear and consistent messaging.
5. Monitor press and social media for awareness of Project.
III. Digital Communications & Social Media
1. Enhance website appearance and functionality to showcase key Project information.
2. Support digital communications with email/social media content, as well as email/social media monitoring and management to provide an informative and engaging MHA online presence.
IV. Collateral & Materials
1. Develop materials that can be printed, posted online, and or emailed/mailed to help communicate Project specifics, as well as solicit feedback.
2. Develop presentations that can be given through platforms such as Zoom or Facebook Live.
3. Develop and maintain messaging documents with consistent language such as a frequently asked questions, fact sheets, and press kit documents.
4. Include quality graphic design and Spanish translation.
5. Potentially, create videos in Spanish and English that, in 30 seconds to a minute, addresses the Project. Assist in online video placement.
V. Stakeholder Engagement & Meeting Support
1. Work with MHA to collect and produce lists of Stakeholders to engage on the Project.
2. Assist in organizing and scheduling opportunities for direct engagement with Stakeholders.
3. Provide media preparation for press conferences and interviews.
