Definition

Under general direction from the executive management team, manages and implements housing authority procurement, modernization and compliance activities. Assists with the development and implementation of policies and strategic activities of the Agency. Analyzes and evaluates program regulations and procedures to maintain compliance with and make recommendations for housing programs.


Level Summary

This position is immediately responsible to the General Counsel. This position requires initiative, strong analytical and communication skills, and independent judgment to perform complicated analyses and project management, maintain and make recommendations on programs, and assume the lead on programs, projects, and processes. Many assignments may involve supervision of consultants and vendors and close coordination with other internal departments and external stakeholders.


Function

Manages Agency procurement processes and contract oversight to ensure MHA complies with Federal, state and local procurement and labor compliance rules and regulations. Manages and implements Agency modernization program. Prepares and submits the Agency’s Annual, 5-Year and Capital plans. Researches, drafts, and implements policy, procedures, programs, or systems for the Agency’s Housing Programs; performs contract administration to, among other things, ensure conformance to specifications and standards; maintains files for modernization projects; acts as agency liaison with vendors regarding work to be performed; drafting procurement documents, administering the procurement process, and ensuring compliance with procurement regulations; and assists with legal projects, such as, document review, and drafting of pleadings, termination notices, and correspondence.

  • Administer the planning and completion of Authority procurement of materials, supplies, services and activities. Manages the preparation and revision of the Authority’s procurement policy manual in accordance with HUD regulations, and federal and state law; develops and implements procedures to ensure strict compliance with policies.
  • Drafts, monitors and maintains Authority contracts, including adherence to contract terms, procurement documents and forms for completeness and compliance with Authority policies and procedures;
  • Manages compliance and develops plans related to the Section 3 program, including managing contractor compliance with Section 3, developing programs, and preparing reports;
  • Develops and administers complex, multi-source capital improvement and revitalization strategies, projects, schedules and budgets;
  • Works with a variety of individuals and agencies, contractors, inspectors, and licensing and regulatory agencies.
  • Defines problem areas; collects, analyzes, interprets, and evaluates data; validates conclusions; defines and recommends alternatives; projects consequences of decisions or recommendations.
  • General supervision of Public Housing projects in progress and at completion for final acceptance of conformance and design.
  • Prepares a variety of Public Housing policies, procedures, correspondence, contracts, reports and other written materials.
  • Provides assistance to MHA’s executive level management as needed.
  • Performs other related work as assigned. 


Employment Standards


Education/Experience

A combination of education and experience equivalent to graduation from a four-year college or university with major course work in business administration, planning/real estate, finance, public administration/policy or a closely-related field.


Minimum of two years of recent full-time experience in a private, non-profit or governmental agency procurement and contract management, construction management, research and policy analysis, program management or administration, financial analyses or related work which demonstrates application of the knowledge and ability requirements.


Knowledge / Skills


  • Project management.
  • Working knowledge of HUD-funded affordable housing programs.
  • Techniques in contract and negotiation development.
  • Ability to multi-task under tight timelines.
  • Planning and completing work assignments with minimal direction.
  • Communicating and interacting in situations requiring negotiation or persuasion.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Research and draft policies, procedures, and memorandums.
  • Computer systems such as Excel, MS Word, MS Project and legal or technical terminology relating to affordable housing program functions.
  • Efficiently organize material and follow through on detail without supervision.
  • Effective verbal and written communication.
  • Ability to interpret rules, regulations and policies.
  • Work well with division managers, other agency personnel, governmental agencies, elected officials, community based organizations, lenders, investors, diverse resident populations including seniors and those with special needs, and various other community stakeholders. 


Physical Demands:

While performing the duties of this job the employee is frequently required to sit for extended periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger, handle, or feel objects, tools, or computer controls and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is typically performed in a normal office setting, with moderate noise levels, but some projects will require walking throughout MHA properties and attending various events and meetings away from the office. May be required to work evenings or weekends to make presentations or during special events and to travel to alternate work locations.
