Definition
Under general supervision, establishes day-to-day work priorities for, and oversees the work of, maintenance staff performing maintenance and repair of public housing facilities; assigns and monitors work performed by contract maintenance and repair services; provides administrative assistance to managers; coordinates and assists tenants in completion of repairs; oversees maintenance of inventory and ordering of materials and supplies; performs a variety of facilities and grounds maintenance, repair and building maintenance work; and performs related work as assigned.
Supervision Received and Exercised
General supervision is received from the Program Manager and/or Assistant Property Manager. Provides daily coordination and direction on maintenance and repair projects and oversees the work of maintenance crews and performs daily work orders on Public Housing properties.
Class Characteristics
This class provides a variety of lead supervisory and administrative support for construction, maintenance, repair, rehabilitation and cleaning activities for all of the Housing Authority’s public housing complexes. While the responsibility for overall management of these activities is retained by a manager, day-to-day work assignment, review, monitoring and documenting maintenance crews’ performance, and technical assistance is delegated to this class. Successful performance of the work requires the ability to prioritize work, delegate to and monitor maintenance staff, communicate with tenants as a representative of the Housing Authority and provide general support to the maintenance function in addition to performing semi-skilled/skilled work in the maintenance and repair of the facilities and grounds.
Example of Duties (Illustrative Only)
- Organizes, prioritizes, monitors, and assigns maintenance and repair work to crews and individuals on a day-to-day basis; provides lead direction and work instruction to a staff of maintenance workers; and ensures safety procedures are followed and appropriate equipment used.
- Receives, logs and prioritizes work orders; follows-up with tenants or makes on-site inspections to determine the nature of the work to be performed and estimates staff and materials required to complete the work; assigns work to maintenance staff on a daily basis.
- Provides technical assistance and advice to staff; inspects work in progress and upon completion.
- Ensures that appropriate procedures and safety precautions are followed; instructs staff in work procedures as required.
- Notifies management when work to be performed is out of the scope of staff capability; monitors contractor work to ensure that it meets requirements.
- Assists in the preventative maintenance program; may participate in annual inspections of units and grounds as assigned; develops, implements and executes a preventative maintenance plan.
- Provides and/or coordinates specific trade and safety trainings for maintenance staff.
- Develops an inventory system for materials and supplies, and maintains an inventory of materials and supplies; arranges purchase orders with various local suppliers to permit staff to obtain limited materials and supplies; monitors use and costs to ensure an effective use of the procurement system.
- Investigates tenant complaints and obtains information related to potential liability claims.
- Assists with a variety of administrative duties as assigned; proactively provides input into hiring decisions, employee performance evaluations and disciplinary matters as required.
- Works closely with tenants and explains policies and procedures regarding unit cleanliness.
- Performs routine to skilled-level physical work in one or more craft areas, such as carpentry, plumbing, electrical maintenance and repair, appliance maintenance and repair, painting, cement finishing and/or irrigation and landscaping; assists in cleaning and rehabilitating facilities as required, including moving heavy items such as furniture, appliances and debris.
- Inspects various work sites, determines materials and supplies needed, orders supplies, works with vendors on orders and transports materials and equipment as needed.

Qualifications
Knowledge of:
- Principles and practices of implementing a comprehensive preventive maintenance program for multi-unit, multi-story residential units.
- Principles, practices, techniques, materials and tools used in the construction, maintenance and repair and rehabilitation of building, grounds and related facilities and equipment.
- Principles and practices related to the performance of skilled work in one or more various crafis involved with the maintenance and repair of multi-tenant residential facilities.
- Techniques for estimating staff, materials and equipment required to accomplish construction, maintenance, repair and rehabilitation activities in a residential facility.
- Principles and practices related to the performance of routine to semi-skilied work in multiple crafts involved with the maintenance and repair of multi-tenant residential facilities and grounds.
- Use and minor maintenance of the hand and power tools and equipment related to the work.
- Safety equipment, practices and procedures related to the work.
- Principles and practices of monitoring work of contractors.
- Record keeping principles and practices, including the use of automated record keeping systems.
- Basic principles of construction contract administration in a public agency setting.
Skill in:
- Troubleshooting repair problems and determining the most effective repairs and staff, materials and supplies required.
- Inspecting staff and contract work in progress and upon completion to ensure that standards are met.
- Implementing a comprehensive preventive maintenance program including conducting or overseeing unit inspections in a timely manner and ensuring that required work is accomplished and monitored.
- Maintaining an adequate inventory of materials, supplies, tools and equipment.
- Performing skilled craft work in one or more of the following areas: carpentry, plumbing, electrical maintenance and repair, appliance maintenance and repair, interior and exterior painting, cement finishing and/or irrigation and landscaping.
- Using and performing minor maintenance on hand and power tools, equipment and vehicles related to the assigned work.
- Communicating effectively with tenants of various ages, genders and backgrounds.
- Reading and understanding construction and architect plans, drawings and written repair instructions.
- Recognizing and reporting hazardous and potential maintenance problems and make recommendations for solutions.
- Maintaining manual and automated records of work performed and supplies and materials purchased and used.
- Operating standard office equipment, including job-related computer hardware and software applications, facsimile equipment and multi-line telephones.
- Establishing and maintaining effective working relationships with those contacted in the course of the work.
- Utilizing Word, Excel, Outlook, Housing Work Order Software, and mobile applications for task tracking and monitoring.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent of graduation from high school or possession of a GED certification and four years of experience in performing 2 wide range of building and/or landscape, construction, maintenance and repair, that has included at least one year of providing work assignment, direction and instruction to less experienced ‘workers.
License:
Must possess and maintain a valid California class C driver’s license and satisfactory driving record.
Physical Demands:
Positions requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The class also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, incumbents in this indoor/outdoor class work in all weather conditions including wet, hot and cold. Incumbents may use cleaning and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires incumbents to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.
