Definition

Under general direction, plans, organizes, coordinates and supervises the work of a maintenance staff within a public housing facility, establishes day-to-day work priorities for, and oversees the work of maintenance staff; assigns and monitors work performed by contract maintenance and repair services; conducts administrative duties; coordinates and assists tenants in completion of repairs; oversees maintenance of inventory and ordering of materials and supplies; performs a variety of facilities and grounds maintenance, repair and building maintenance work; and performs related work as assigned. Represents the Marin Housing Authority (MHA) with the community groups; and performs other related work as assigned.


Supervision Received and Exercised

General supervision is received from the property Program Manager. The Maintenance Manager provides direct on-site supervision, coordination and direction to maintenance staff employees. Determines the priorities of daily work assignments and directs staff to various repair projects and/or vacancy turnover tasks.


Class Characteristics

This class provides supervisory and administrative functions for construction, maintenance, repair, rehabilitation and cleaning activities for one or multiple public housing complexes. This class is responsible for the overall management of these activities, day-to-day work assignments, review and technical assistance. Successful performance of the work requires the ability to prioritize work, communicate with tenants as a representative of the Housing Authority and provide leadership to the maintenance function in addition to performing semi-skilled/skilled work in the maintenance and repair of the facilities and grounds.


Example of Duties (Illustrative Only)


  • Plans and directs program daily operations and staff of a major low-income public housing facility.
  • Supervises, directs and coordinates the work of subordinate staff, evaluates program effectiveness; reviews staff’s work and conducts performance evaluations; makes recommendations on hiring and disciplinary actions as necessary.
  • Plans, coordinates, supervises, reviews, and evaluates the work of subordinate staff; trains staff in work procedures and provides policy and procedural guidance, training and interpretation to staff.
  • Provides direction and work instruction to a staff of maintenance workers; and ensures safety procedures are followed and appropriate equipment used.
  • Receives, logs and prioritizes work orders; follows-up with tenants or makes on-site inspections to determine the nature of the work to be performed and estimates staff and materials required to complete the work; assigns work to maintenance staff on a daily basis.
  • Provides technical assistance and advice to staff; inspects work in progress and upon completion.
  • Monitors contractor work to ensure that it meets requirements.
  • Coordinates the preventative maintenance program; conducts or oversees annual inspections of all units and grounds as assigned.
  • Maintains an inventory of materials and supplies; arranges purchase orders with various local suppliers to permit staff to obtain limited materials and supplies; monitors use and costs to ensure an effective use of the procurement system.
  • Investigates tenant complaints and obtains information related to potential liability claims; maintains records related to construction, maintenance and repair work performed, inspections made and preventive maintenance work scheduled.
  • Works closely with tenants and explains policies and procedures regarding unit cleanliness.
  • Performs routine to skilled-level physical work in one or more craft areas, such as carpentry, plumbing, electrical maintenance and repair, appliance maintenance and repair, painting, cement finishing and/or irrigation and landscaping; assists in cleaning and rehabilitating facilities as required, including moving heavy items such as furniture, appliances and debris.
  • Performs other related work as assigned.


Qualifications


Knowledge of:


  • Principles and practices of management necessary to direct, evaluate and perform maintenance services.
  • Principles and techniques of teambuilding, goal setting and effective management methods of staff.
  • Principles and practices of implementing a comprehensive preventive maintenance program for multi-unit, multi-story residential units.
  • Principles, practices, techniques, materials and tools used in the construction, maintenance and repair and rehabilitation of building, grounds and related facilities and equipment.
  • Principles and practices related to the performance of skilled work in one or more various crafts involved with the maintenance and repair of multi-tenant residential facilities.
  • Techniques for estimating staff, materials and equipment required to accomplish construction, maintenance, repair and rehabilitation activities in a residential facility.
  • Principles and practices related to the performance of routine to semi-skilled work in multiple crafts involved with the maintenance and repair of multi-tenant residential facilities and grounds.
  • Use and minor maintenance of the hand and power tools and equipment related to the work.
  • Safety equipment, practices and procedures related to the work.
  • Record keeping principles and practices, including the use of automated record keeping systems.
  • Basic principles of construction contract administration in a public agency setting.


Skill in:


  • Demonstrating initiative, strong supervisory and organizational skills, judgment, and discretion in making independent decisions.
  • Using initiative and independent judgment within general policy guidelines and defining problem areas, analyzing data, preparing formal recommendations and carrying out solutions.
  • Planning, organizing, supervising, reviewing and evaluating the work of professional and technical staff and training staff in work procedures and providing for their professional development.
  • Troubleshooting repair problems and determining the most effective repairs and staff, materials and supplies required.
  • Inspecting staff and contract work in progress and upon completion to ensure that standards are met.
  • Implementing a comprehensive preventive maintenance program including conducting or overseeing unit inspections in a timely manner and ensuring that required work is accomplished and monitored.
  • Maintaining an adequate inventory of materials, supplies, tools and equipment.
  • Performing skilled craft work in one or more of the following areas: carpentry, plumbing, electrical maintenance and repair, appliance maintenance and repair, interior and exterior painting, cement finishing and/or irrigation and landscaping.
  • Using and performing minor maintenance on hand and power tools, equipment and vehicles related to the assigned work.
  • Communicating effectively with tenants of various ages, genders and ethnic backgrounds.
  • Reading and understanding construction and architect plans, drawings and written repair instructions.
  • Recognizing and reporting hazardous and potential maintenance problems and make recommendations for solutions.
  • Maintaining manual and automated records of work performed and supplies and materials purchased and used.
  • Operating standard office equipment, including job-related computer hardware and software applications, facsimile equipment and multi-line telephones.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work. 


Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:


Equivalent of graduation from high school or possession of a GED certification and four years of experience in performing a wide range of building and/or landscape construction, maintenance and repair, that has included at least one year of providing direct supervision to subordinate staff.


License:

Must possess and maintain a valid California class C driver’s license and satisfactory driving record.


Physical Demands:

Positions requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The class also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, incumbents in this indoor/outdoor class work in all weather conditions including wet, hot and cold. Incumbents may use cleaning and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires incumbents to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.
