Definition

Under general supervision, provide intake and assessment to the program participants, and conduct data entry and analysis to help them secure Permanent Supportive Housing (PSH). Other responsibilities include outreach, VI-SPDAT assessments, screening for eligibility, assisting clients to be document ready, data entry and analysis on multiple data systems, including the Homeless Management Information System (HMIS), assist Program Manager in facilitation placement meeting, coordinate service plans with providers and participant in housing placement and case management committees. The coordinator will represent the Housing Authority in the community with other service agencies in the County.


Supervision Received and Exercised

Receives general supervision from the Program Manager.


Class Characteristics

This is the professional journey level class that supports individuals who suffers from homelessness. Incumbents in this class develop and coordinate assessment, participants in weekly and biweekly meetings with community partners, and represent the Marin Housing Authority. Incumbent provides assessments, referrals, and resources for residents to an array of supportive services to help individuals and families suffering from homelessness. In the case of families, incumbent provides coordination for asset building services to assist households increase their earned income, including but not limited to, job search and placement assistance, financial literacy, credit repair, childcare services, health services, transportation, parenting, and alcohol/drug services. In the case of elderly and/or disabled residents, incumbent provides coordination of services to improve quality of life, increase independence, and support residents to age-inplace where appropriate.


Example of Duties (Illustrative Only)


  • Conduct data entry and analysis to help the chronically homeless individuals to secure Permanent Supportive Housing;
  • Interact dynamically and relate well with chronically homeless people;
  • Conduct assessments using the VI-SPDAT vulnerability assessment tool and enter data;
  • Determine needs and develop appropriate PSH plans;
  • Effectively facilitate community housing placement and case management meetings;
  • Effectively seek out and use appropriate community resources and services;
  • Establish and maintain effective working relationships with clients;
  • Interpret social service programs to applicants and participants;
  • Work constructively within a community setting;
  • Write clear, accurate and concise reports; professionally maintain client records; and perform word processing and data entry;
  • Assess client situations to determine the needs of the individuals suffering from homelessness;
  • Refers clients to service providers in the general community and performs case management support services when necessary;
  • Prepares and maintains applicants’ records and files, writes and submits relevant documents correspondence to the housing placement; and
  • Perform other related work as assigned.


Qualifications


Knowledge of:


  • Principles and techniques of engaging chronically homeless people;
  • Confidentiality laws and regulations, mandated reporter protocols, familiarity with adult protective services;
  • Principles and techniques of public social service programs; Federal, State, and local laws, rules, policies and regulations governing public assistance programs;
  • Principles, procedures and techniques, trends and literature of the chronic homelessness;
  • Principles of counseling, motivation casework and case management; interviewing, case management record keeping and problem-solving methodology;
  • Proficiency on Excel/ Work/ PowerPoint/ HMIS; and  Principles of Housing First and Harm Reduction.


Skill to:


  • Highly organized and able to work with multiple data sheets and forms;
  • Good understanding of issues relating to Principles and techniques of interviewing and methods of social work of record keeping, including computer applications related to the work;
  • Ability to facilitate meetings and take appropriate notes;
  • Good understanding of public assistance and social service programs;
  • Analyzing situations and adopting effective courses of action when applying existing Housing Authority rules, regulations, and policies;
  • Interviewing and maintaining effective working relations with and fostering a supportive environment for participants; and
  • Acquiring and applying program specific technical knowledge and knowledge of community resources. 


Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:


Equivalent of a four-year degree from an accredited college or university in sociology, public administration, or a closely-related field and two years of professional social services experience. 


License:

Some positions within this class may be required to possess and maintain a valid California class C driver’s license and satisfactory driving record.


Physical Demands:

While performing the duties of this job the employee is frequently required to sit for extended periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger, handle, or feel objects, tools, or computer controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is performed in a normal office setting with moderate noise levels and includes home visits requiring local travel between sites.
