Definition

Under general direction, performs analysis of Marin Housing Authority programs and clients, grants, budgets and implementation of protocols for the provision of services to Public Housing and Housing Choice Voucher clients. Performs a variety of tasks relating to the assessment of program participant needs; coordinates and builds relationships with service providers; monitors the provision of services in Marin Housing’s Self-Sufficiency Programs; and performs related work as assigned. Satisfies reporting requirements, and analyzes and evaluates program regulations and procedures to maintain compliance with and make recommendations for housing programs.


Level Summary

This position is a journey level management class immediately responsible to the Senior Manager Level. This position requires initiative, strong analytical skills, and independent judgment to perform project management and development, direct client service and coordination, assistance with grants, program reporting, and ability to assume the lead on and complete special projects. Assignments may focus on specific housing programs; may require supervision of staff and contractors; and may require close coordination with other internal departments and external housing related stakeholders.


Example of Duties (Illustrative Only)


  • Conduct management studies; analyze and evaluate information; and provide input into and modify program planning, policies, and procedures.
  • Administer contracts and assemble data on program status.
  • Determine available resources to Marin Housing clients, and provide services or makes appropriate referrals for specialized assistance.
  • Evaluate client situations to determine the extent of social services, educational services, and job skill services appropriate for clients.
  • Refer Marin Housing clients to service providers and perform or manage case management support when appropriate.
  • Develop and implement policies and procedures as a result of assessments and analyses.
  • Build relationships with partners and funding sources that will enhance Marin Housing’s programs and services.
  • Develop strategies for encouraging participation in Marin Housing programs.
  • Research funding sources, and write and submit funding requests; administer grants.
  • Provide support to resident initiatives.
  • Coordinate and manage program to ensure efficient operation and successful provision of necessary services; prepare and oversee administrative documents and required reporting.
  • Prepare and present reports regarding MHA programs.
  • Perform other affordable housing program related work as assigned. 


Employment Standards


Education/Experience


Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:


A combination of education and experience equivalent to graduation from a four-year accredited college or university with major course work in sociology, public administration / policy, social work, business administration, or a closely related field, and two or more years of professional social services casework experience. 


Knowledge


Knowledge of principles of organization and management necessary to research, analyze and evaluate agency programs, standard case management practices, wholefamily service delivery, and assessment strategies and effective referral procedures. Familiarity with program development and grant writing. Some assignments may require knowledge of computer systems, legal or technical terminology relating to specific departmental or agency functions. Knowledge of HUD regulations pertaining to the administration of Housing Choice Voucher (Section 8), Public Housing, Resident Opportunities for Self-Sufficiency (ROSS) and Family Self-Sufficiency.


Ability to


Collect, analyze, interpret, and evaluate program effectiveness; recommend and implement housing program activities; plan and complete work assignments with minimal direction; efficiently organize material and follow through on detail without supervision; work under pressure to meet deadlines; communicate effectively verbally and in writing; interpret rules, regulations and policies; provide direct client services to a diverse resident population; balance and coordinate community resources. Work in collaboration with other housing and service programs and a wide range of community, state and federal programs to assure comprehensive and coordinated services.


License:

Possession of a valid California license is mandatory.


Physical Demands:

While performing the duties of this job the employee is frequently required to sit for extended periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger, handle, or feel objects, tools, or computer controls and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is typically performed in a normal office setting, with moderate noise levels, but some projects will require walking throughout MHA properties and attending various events and meetings away from the office.
