HACA will be accepting online applications for our HCV (Section 8) program and HACA-owned Projectbased (PBV), 3- and 4-bedroom units in Emeryville and Union City for families with very low-income (VLI) and extremely low-income (ELI). Section 8 provides rental assistance to eligible low-income families in a unit of their choosing. PBV provides this rental assistance in units owned by HACA. HACA serves the following cities in Alameda County: Albany, Emeryville, Castro Valley, Dublin, Fremont, Hayward, Newark, Pleasanton, San Leandro, San Lorenzo, Pleasanton, Union City, and unincorporated areas of Alameda County.
The online application is available continuously 24 hours a day during the open application period. There is no cost to apply. Apply using any device that has access to the internet including your mobile phone. The application will be available in English, Chinese, Spanish, and Vietnamese.
HACA has community partners to assist the elderly, the disabled, those with limited English, and the general public. A list of these organizations can be found at www.haca.net or a printed copy can be picked up at HACA’s office. If these partners cannot assist you, please call us at (510) 727-8519 or email us at waitlist@haca.net to request a Reasonable Accommodation or interpretation. Requests for assistance must be made by Friday, April 5 at 1:00pm.

All applications received during the opening will go into a random lottery drawing. HACA will draw the following number of applicants for each program’s waitlist:

Submitting an application does NOT guarantee a place on the waitlists. Once applications are selected, claimed preferences will be applied and ties will be broken by the lottery number randomly assigned to the application. Applicants will receive notification in the mail of their lottery status within 60 days of the waitlist closing.
NOTE: No applicant has the right to be listed on the waitlist, or to any particular position on the waitlist. Placement on the waitlist does not indicate family eligibility for assistance. A final determination will be made once the family is selected from the wait list.
