Marin Housing Authority Approves Key Agreements to Advance Golden Gate Village Revitalization

Long-Awaited Upgrades Will Modernize Affordable Housing Community While Preserving its Historic Legacy

MARIN CITY, CA — At its April 15 meeting, the Marin Housing Authority (MHA) Board of Commissioners unanimously approved a series of actions that will allow the long-awaited revitalization of Golden Gate Village to move forward. These approvals clear the way for MHA and its nonprofit development partner Burbank Housing to submit a Low-Income Housing Tax Credit (LIHTC) application this May, a critical next step in financing the first phase of revitalization.

“This marks a significant milestone in our commitment to preserve and restore Golden Gate Village for current and future generations,” said Kimberly Carroll, Executive Director of Marin Housing Authority. “We’re grateful for the patience and engagement of residents, and we’re proud to be delivering on our promise of no displacement, improved housing conditions, and long-term affordability.”

Golden Gate Village, built in 1961 and listed on the National Register of Historic Places, is home to nearly 300 families in Marin City, and is Marin City’s sole family public housing site. After decades of wear, the community is in dire need of repair exceeding what traditional public housing funding can cover.

The Board’s approval marks a critical next step that will allow Burbank Housing to move forward with revitalizing Golden Gate Village. Work on the first 88 units in Phase 1 is slated to begin in January 2026, pending the anticipated award of the LIHTC this summer.

The revitalization plan—developed in close collaboration with residents—includes comprehensive renovations to building interiors and infrastructure, while honoring the community’s historic significance. The upgrades will include, among other things, full kitchen and bathroom remodels; new energy-efficient heating, ventilation, plumbing and electrical systems; roof replacements; and sustainability enhancements that will improve the health, safety, and long-term livability for residents.

“Our team has worked hand in hand with residents to make this vision a reality,” said Larry Florin, President and CEO of Burbank Housing. “This project has been many years in the making, and we’re proud to be a part of securing the future of this historic community.”

“This is a big step forward for our community,” said Jaqueline Mendez, MHA Housing Manager. “We’ve worked hard to make sure every resident has a voice in this process. Today’s decision moves us from planning to action—and that’s worth celebrating.”

During construction, residents will receive personalized relocation assistance to support them during their temporary move to another unit in Marin City. All residents who meet the basic terms of their lease—such as keeping up with paperwork and resolving any rent issues—will have the guaranteed right to return to their unit after renovations are complete.

Golden Gate Village has always been home, but it hasn’t always had the care it needs," said Capri Price, a long-time resident of Golden Gate Village. "I’m excited to move back into a modern, updated unit and see the community I love finally get the attention it deserves."
