Definition

Under policy direction of the Board of Commissioners, plans, organizes and provides administrative direction, oversight and coordination for all Housing Authority functions and activities; provides policy guidance and program evaluation to the Board of Commissioners and management staff, encourages and facilitates provision of services to agency tenants, home buyers, developers and other clients and members of the public; oversees the management of all agency assets; fosters cooperative working relationships with inter-governmental, regulatory, non-profit, business and various public and private groups; pursues appropriate avenues of funding and service development; and performs related work as required.


Class Characteristics

This class has overall responsibility for policy development, program planning, fiscal management, administration and operation of all Housing Authority functions, programs and activities. The incumbent is responsible for accomplishing Commission, County and regulatary agency goals and objectives and for ensuring that the community is provided with desired and mandated services in an effective, cost-efficient manner. 


Example of Duties (Illustrative Only)


  • Plans, organizes, administers, coordinates and evaluates, either directly or through subordinate management and supervisory staff, the work of the Housing Authority in accordance with applicable laws, codes, regulations and adopted policies and objectives of the Board of Commissioners.
  • Directs and coordinates the development and implementation of goals, objectives and programs for the Housing Authority; develops administrative policies, procedures and work standards to ensure that the goals and objectives are met and that programs provide mandated and locally-authorized services in an effective, efficient and economical manner.
  • Works closely with the Board of Commissioners, Marin County staff, representatives of a variety of public and private organizations and citizen groups in implementing programs and projecis to solve identified problems.
  • Oversees the preparation of the annual budget for the agency; authorizes, directly or through staff, budget transfers, expenditures and purchases; provides information regarding the financial status and requirements to the Board and other appropriate governmental agencies.
  • Advises the Board on issues, programs and financial status; prepares and recommends long- and short-range plans for service provision, property acquisition, capital improvements and funding; and directs the development of specific proposals for action regarding current and future agency needs.
  • Oversees the administration, use, modification and maintenance of all Authority facilities and equipment, including housing and office buildings, landscaping and internal fixtures.
  • Represents the Board, the County and the agency in meetings with governmental and regulatory agencies, community groups and various business and professional organizations; acts as the agency liaison with the media.
  • Provides for the investigation and resolution of issues and complaints regarding the services provided by the Housing Authority; resolves formal appeals.
  • Oversees the selection, training, professional development and work evaluation of agency staff, oversees the implementation of effective employee relations and related programs; motivates staff, authorizes discipline and provides policy guidance and interpretation to staff.
  • Directs the preparation of and prepares a variety of correspondence, reports, policies, procedures and other written materials.
  • Oversees the maintenance of working and official agency files.
  • Ensures that the Board is kept informed of agency functions, activities and financial status and of legal, social and economic issues affecting agency service provision.
  • Monitors changes in laws, regulations and technology that may affect Housing Authority operations; implements policy and procedural changes as required. 


Qualifications


Knowledge of


  • Administrative principles and practices, including goal setting, program development, implementation and evaluation and supervision of staff, either directly or through subordinate levels of supervision.
  • Principles, practices and procedures related to the development and implementation of a comprehensive and coordinated housing development, rehabilitation and ownership program.
  • Public, private and non-profit funding sources and regulations applicable to the acquisition and rehabilitation of affordable housing.
  • Principles, practices and procedures of public administration in a public agency setting.
  • Functions, authority, responsibilities and limitations of elected and appointed public officials.
  • Applicable federal, state and local laws, codes, ordinances and regufations.
  • Principles and practices of municipal budget development, administration and accountability.
  • Computer applications related to the work.
  • Techniques for effectively representing the agency in contacts with governmental and regulatory agencies, community groups and various business and professional organizations.
  • Techniques for dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone. 


Skill in:


  • Planning, administering, coordinating, reviewing and evaluating the functions, activities and staff of the Housing Authority.
  • Working cooperatively with, providing staff support to and implementing the policies of the Board of Commissioners.
  • Developing and implementing goals, objectives, policies, procedures, work standards and internal controls.
  • Overseeing all agency financial activities, including administering investments, the development and implementation of the agency budget and the control of all expenditures and purchases.
  • Interpreting, applying and explaining complex laws, codes, regulations and ordinances.
  • Effectively representing the agency in meetings with governmental and regulatory agencies, community groups and various business and professional groups and the media.
  • Directing the preparation of and preparing clear and concise reports, correspondence, policies, procedures and other written materials.
  • Using tact, initiative, prudence and independent judgment within legal and general policy guidelines.
  • Making effective public presentations.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work. 


Education and Experience:

Equivalent to graduation from a four-year college or university with major course work in business or public administration, public policy, community or urban development, architecture, engineering, or a field related to the work and seven years of management experience in the planning, development, construction, rehabilitation, and/or management of a variety of housing alternatives. Possession of an advanced degree is desirable.


Physical Demands:

Must possess mobility to work in a standard office setting, to inspect various real properties and structures, to operate a motor vehicle and to visit various agency and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone.
