Definition
Under general administrative direction, plans, manages and develops supportive services programs; supervises professional management and support staff; researches and pursues grant funding opportunities including grant and proposal writing; performs technical work and undertakes special administrative assignments, monitors and maintains associated budgets, oversees and participates in regulatory reporting requirements; supervises subordinate professional and support staff; interfaces with other housing organizations, tenants and other staff as required; and performs other related work as assigned.
Class Characteristics
This administrative management class is responsible for the overall administration and operations of a major program or several programs under policies and guidelines and State and Federal rules, regulations and statutes including current and changing legislation and/or regulatory requirements requiring review and interpretation of Federal housing and services program regulations and the preparation of federally required plans and policy guidelines.
The incumbent uses considerable independent judgment and discretion in staff supervision, delegated administration and management and prioritization and coordination of federal and state mandates, goals, and objectives. This class is distinguished from the Program Manager class by being responsible for coordination of several programs, complex budgets and fiscal programs in addition to delegated responsibility by the Executive Director for making decisions with authority to evaluate and modify methods and procedures for delivery of supportive housing services.
Example of Duties (Illustrative Only)
- Plans, organizes and administers supportive housing and services programs and related operations and evaluates program policies, procedures and practices to ensure legal compliance and programmatic efficiency.
- Oversees grant and contract administration including, but not limited to budgets, negotiations, compliance monitoring and evaluation of services provided by vendors and contract agencies.
- Oversees and monitors related programmatic budgets including providing financial information for reporting purposes.
- Researches potential funding sources and develops funding requests; prepares and oversees the filing of grant applications to ensure the funding of related programs and initiates and coordinates action to ensure the funding of related programs.
- Writes and approves grant proposals and oversees the Agency efforts to support low-income housing programs.
- Monitors program compliance with federal regulations and Agency policies and procedures and assists in formulation of housing policies and provides housing regulation interpretation for multiple programs.
- Directs subordinate managers in the development and utilization of program performance and impact measures and instructs staff on policy interpretation to assure conformity with appropriate state and federal regulations.
- Develops staff capacity by providing for training and development; provides direction to subordinate managers in working effectively in a merit system environment including developing effective performance management and feedback systems, due process and progressive discipline procedures, and in the creation of a cooperative work team environment.
- Supervises professional and support staff involved in the low-income program operations as assigned; evaluates and reviews staff performance; participates in the selection of professional and clerical staff, and makes recommendations regarding disciplinary actions as necessary.
- Develops working relationships with appropriate tenant groups, funding sources, community personnel and agencies to identify needs, resolve problems, and improve responsiveness of housing services.
- Prepares comprehensive reports and correspondence and supervises information and fiscal reporting procedures.
- Makes presentations and represents the Agency to community groups, various policy councils, as well as state and regional meetings regarding housing programs in order to garner support for programs and increase community awareness of housing issues.
- Establishes priorities in the operations and delivery of supportive services and resolves operational difficulties experienced by subordinate staff through meetings and problem solving techniques.
- Maintains records, prepares comprehensive reports and correspondence; approves budget and staffing allocation requests.

Qualifications
Knowledge of
- Supportive and public housing administration principles and practices including strategic planning and goal setting, program development, implementation and evaluation.
- Budgeting and grant funding management, administrative and organizational processes and effective personnel administration including employee relations and management practices within a public services setting.
- Principles of administration, organization, and management necessary to analyze, evaluate, and implement federal and state ordinances, laws and policies.
- Principles and practices of related social services programs and the services provided in relation to the administration, development and evaluation of supportive housing programmatic and organizational systems.
- Principles, practices, and the methods of organizational and programmatic development, budgeting, contract administration and grant applications including sourcing, delivery and monitoring of budget accounts and grant funding.
- Goals of agencies, which administer public housing programs or social services for low-income persons.
- The needs and problems of socially and economically disadvantaged groups.
- Principles, practices and techniques of personnel administration as they relate to training, motivating and evaluating employees.
Skill in:
- Defining problem areas, analyzing data, preparing formal recommendations and carrying out solutions.
- Interpreting policies and procedures and explaining and applying Housing Authority program rules and regulations as well as planning, forecasting and managing related changes.
- Making independent decisions in dealing with a wide range of client related issues and in implementing housing program policies and procedures.
- Planning, organizing, directing and supervising the work of professional and support staff engaged in the business, management, and maintenance of supportive housing initiatives and related programs.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from a four-year accredited college or university in public administration, sociology, law or a closely-related field and five or more years of progressively responsible experience in housing services management which includes working closely with housing and social services programs and two years at the supervisory level. Additional qualifying experience may be substituted on a year for year basis for the educational requirement.
License:
Must possess and maintain a valid California class C driver’s license and satisfactory driving record.
Physical Demands:
While performing the duties of this job the employee is frequently required to sit for extended periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger coordination, handle, or feel objects, tools or computer controls; and occasionally reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is performed in a normal office setting with moderate noise levels.
