Definition
Under administrative direction, manages, organizes, directs and implements maintenance and construction activities and functions; ensures compliance with current and changing regulatory requirements maintains the agency’s REAC ratings; provides field supervision to work crews and contractors; manages and prioritizes maintenance and capital improvement projects and staff; interacts with agency staff, clientele and outside community boards and governing bodies; develops and provides preventative maintenance plans, schedules and guidelines, and performs related work as assigned.

Receives administrative direction from the Executive Director. Provides administrative direction to professional staff and general direction to administrative support staff.
Class Characteristics
This administrative management class position is responsible for the maintenance of all public housing residence and Housing Authority facilities and ensures housing facilities and systems meet or exceed regulatory, quality, health and safety requirements on a continuing basis. Incumbent is expected to keep abreast of current and changing legislation and/or regulatory requirements requiring review and interpretation of Federal housing program regulations. The work requires initiative, strong organization skills, good judgment and discretion, and includes policy formation, interpretation and implementation of regulations and multiple program requirements.
Example of Duties (Illustrative Only)
- Supervises and manages maintenance work crews through subordinate staff; prioritizes major maintenance and repair projects for facilities; ensures staff are properly trained in property maintenance skills and that all health and safety codes and regulations are followed.
- Oversees and manages hiring processes for all maintenance staff, performs staff performance evaluations and recommends and takes disciplinary actions as appropriate.
- Coordinates and works closely with property managers, vendors, contractors, clients, and other agency program managers to develop maintenance and capital improvement goals and procedures.
- Plans for, develops and implements procedural guidelines required to meet compliance with changing federal regulations.
- Manages, develops and oversees computer database systems including vacancy turnovers, work order systems, preventative maintenance programs, building systems inspection schedules, and regulatory schedules.
- Develops and maintains associated budgets and prioritizes maintenance and rehabilitation projects under tight budget constraints; reviews current purchasing practices and approves all purchases in excess of $100 and affects cost savings; assesses tenant damage costs and revenues for services.
- Conducts, or directs the performance of, building, apartment and housing inspections of agency facilities; assesses damages and determines course of repairs; priorities work and assesses costs.
- Plans, organizes, directs and implements preventative maintenance schedules; develops and submits reports, forms and documents associated with maintenance of agency properties and ensures all requirements for housing inspection and quality are met.
- Conducts and/or plans staff, contractor and client safety trainings and training in specialized technical areas for staff.
- Conducts and acts as hearing Officer when required.
- Interacts with clients regarding their maintenance needs and provides technical assistance regarding their housing needs.
- Perform other related work as assigned.
Qualifications
Knowledge of
- Management and coordination practices of maintenance work and staff; building and construction inspection regulations and techniques; capital improvement projects including working with vendors and contractors in the completion of rehabilitation projects.
- HUD regulatory requirements and functional requirements of public housing and the laws, rules, and regulations governing the maintenance of public housing.
- Principles of administration, organization, and management necessary to analyze, evaluate, and implement administrative policies.
- Principles, practices, and methods of budgeting, contract administration, grants funding sources, and the process of delivery and monitoring of budgets and accounts.
- Current residential property management practices and principles.
- Goals of agencies, which administer public housing programs or social services for low-income persons. The needs and problems of socially and economically disadvantaged groups.
- Principles, practices and techniques of personnel administration as they relate to training, motivating and evaluating employees.
Skill in:
- Identifying and defining problems in agency properties, analyzing and preparing written reports and carrying out solutions and analyzing, evaluating and implementing administrative policies.
- Directing and supervising the work of staff; training staff in maintenance, reconstruction and repair techniques as well as health and safety procedures, codes and regulations.
- Establishing rapport and maintain effective working relationships with residents, contractors, vendors, staff and clientele and other individuals in the course of work performed.
- Identifying problems and establishing priorities, weigh alternative courses of action and arriving at logical conclusions.
- Working effectively with other management personnel in a team environment and assisting in planning, forecasting and managing changing situations regarding the agency’s public housing facilities.
- Representing the agency to the public on related regulatory issues; serving on boards, working with community groups, and interacting closely with residents, clients and outside agencies to resolve conflicts and provide solutions; determining best practices and effectively meet and exceed goals and requirements.
- Operating standard office equipment, including job-related computer hardware and software applications, facsimile equipment and multi-line telephones.
- Establishing and maintaining effective working relationships with those contacted in the course of the work.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from a four-year accredited college or university in Business or Public Administration or a related field and five years increasingly responsible property and/or real estate maintenance including at least two years supervisory capacity. Additional qualifying experience may be substituted on a year for year basis for educational requirement.
License:
Must possess and maintain a valid California class C driver’s license and satisfactory driving record.
Physical Demands:
Position requires sitting, standing, walking, reaching, twisting, turning kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing statistical reports and data, using a computer keyboard. Additionally, the position requires near and/or color, and far vision in reading correspondence, statistical data and using the computer and inspecting maintenance work and housing units, The nature of the work also requires the incumbent to travel to various work sites; work outside in varying weather conditions and often work with constant interruptions.
