Definition
Under general administrative direction, plans, organizes and manages public housing and Section 8 programs within the Agency; provides administration direction to management and suppo‘r! staff; performs high level technical work; monitors and maintains associated budgets; oversees and pamclpates in long and short term planning and assists the Agency in meeting regulatory reporting rcqulrcmrnts, and performs other related work as assigned.
Supervision Received and Exercised
Receives administrative direction from the Executive Director. Provides administrative direction to professional staff and general direction to administrative support staff.
Class Characteristics
This administrative management class is responsible for the overall administration and operations of the public housing and Section 8 Housing Choice Voucher programs under the policies and guldilsmes of State and Federal laws and regulations. The incumbent is responsible for Agency compliance with current and changing legislation and/or regulatory requirements including the review and interpretation of Federal housing program regulations and the preparation of federally required plans and policy guidelines.

- Plans, organizes and administers program operations for public housing and Section 8 programs including establishing protocol and best practices and evaluating related program policy, procedures and practices to ensure legal compliance and programmatic efficiency.
- Assists in the directing and coordinating of the development and implementation of agency goals, objectives and programs including coordinating, monitoring and preparing the Annual and Fiveyear Agency Plans.
- Works closely with executive management personnel to coordinate the overall quality of the Agency’s services by developing, reviewing and implementing policies, ordinances and procedures to meet legal requirements and Agency needs.
- Advises the executive management on issues, programs, and policies and prepares and recommends long and short range plans for on-going operation of programs.
- Develops administrative policies, procedures and work standards to ensure that the goals and objectives are met and that programs provide mandated and locally authorized services in an effective, efficient and economical manner.
- Directs subordinate managers in the development and utilization of program perform ance and impact measures and instructs staff on policy interpretation to assure conformity with appropriate state and federal regulations.
- Develops staff capacity by providing for training and development; provides direction to subordinate managers for working effectively in a merit system environment including developing effective performance management and feedback systems, due process and progressive discipline procedures, and in the creation of a cooperative work team environment.
- Supervises professional and support staff involved in the public housing program operations as assigned; evaluates and reviews staff performance; participates in the selection of professional staff, and makes recommendations regarding disciplinary actions as necessary.
- Prepares administrative appeals for review of Executive Director; oversees and performs legal processing of public housing hearings and evictions, provides for the investigation and resolution of issues and complaints regarding the services provided by the Agency.
- Prepares legal forms and develops and presents legal casework involving tenants and related housing issues including unlawful detainee and civil action for breach of contract.
- Prepares comprehensive reports and correspondence and supervises information reporting procedures.
- Establishes priorities in the operations and delivery of services and resolves operational difficulties experienced by subordinate management staff through meetings and problem solving techniques.
- Maintains records, prepares comprehensive reports and correspondence; approves budget and staffing allocation requests.

Qualifications
Knowledge of
- Public housing administration principles and practices, including strategic planning, goal setting, program development, implementation, and evaluation; budgeting, fiscal administration and control; administrative organization protocol and effective personnel administration including employee relations and management practices in a public services setting.
- Principles of administration, organization, and management necessary to analyze, evaluate, and implement administrative policies.
- Laws, rules, and regulations governing the operation of public housing programs and services.
- Principles and practices of public housing programs and related locally provided services in relation to the administration, development and evaluation of public housing programmatic and organizational systems.
- Principles, practices, and methods of organizational budgeting, contract administration and grant applications including sourcing, delivery and monitoring of budget accounts and grant funding.
- Current residential property management practices and principles.
- Goals of agencies, which administer public housing programs or social services for low-income persons.
- The needs and problems of socially and economically disadvantaged groups.
- Principles, practices and techniques of personnel administration as they relate to training, motivating and evaluating employees.

- Defining problem areas, analyzing data, preparing formal recommendations and carrying out solutions.
- Interpreting policies and procedures and explaining and applying Housing Authority program rules and regulations including planning, forecasting and managing related changes.

- Planning, organizing, directing and supervising the work of staff engaged in the business, management, and maintenance of low-income housing and providing for the career growth of staff.

Education and Experience:
Any combination of training and experience that would provide the required knowledge,| skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from a four-year accredited college or university in public administration, sociology, law or a closely-related field and five or more years of progressively responsible experience in housing services management which may include property management, social services, including two years in a supervisory capacity. Additional qualifying experience may be substituted on a year for year basis for educational requirement.
License:
Must possess and maintain a valid California class C driver’s license and satisfactory driving record. Possession of a Public Housing Manager's Certificate or the ability to become a certified public housing manager with one year or an equivalent certification.
Physical Demands:
While performing the duties of this job the employee is frequently required to sit for extendedi‘ periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger coordination, handle, or feel objects, tools or computer controls; and occasionally reach with|hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is performed in a m){mal office setting with moderate noise levels.
