Under administrative direction, develop, manage and evaluate housing redevelopment, rehabilitation and acquisition programs that provide affordable housing for low residents in Marin County. Oversee and manage renovation, development, acquisition, construction management, real estate transactions and specific programs such as public housing ‘Capital Fund’, and similar public-funded programs. Represents the organization with a variety of public, regulatory, non-profit, business and community groups; provides professional assistance to agency management staff in areas of real estate, project management, program management: and performs related work as assigned. Develop short- and long-range plans to improve the physical condition of Housing Authority properties. 


SUPERVISION RECEIVED AND EXERCISED

 

Receives administrative direction from the Executive Director or his/her designee. Provides administrative directions for professional staff and general directions to administrative support staff. Responsible for exercising contract requirements with numerous vendors such as attorneys, architects, contractors, developers, municipal partners and related.


CLASS CHARACTERISTICS


This is a single position administrative management class, which oversees a variety of housing and real estate programs related to affordable housing.

 

Key responsibilities of the individual in this position include construction management of renovation and capital improvements of affordable housing properties owned by MHA. Seek development and acquisition opportunities consistent with County’s Housing Strategic Plan; developing project concepts, schedules and financial frameworks; determining project feasibility; gaining approval for project development from the Executive Director and Board of Commissioner and coordinating and executing the overall development of approved projects to meet established budget, schedule and social goals.


This class is distinguished from other director level positions within the agency by its responsibility and focus on the development of housing opportunities and the potential impact upon the community’s affordable housing efforts.


EXAMPLES OF DUTIES (Illustrative Only)


  • Develops and directs the implementation of goals, objectives, policies and procedures for assigned programs; serves as a member of the agency's Leadership Team.
  • Manage and oversee the renovation, redevelopment and capital improvement of low-income housing projects in a manner that reflects a balance of cost, design standards, and long-term ownership by MHA.
  • Investigates and manages a variety of governmental, non-profit and private funding programs related to the development, acquisition and rehabilitation of housing; coordinates the development, acquisition or renovation of real property for the agency.
  • Provides leadership to strategic planning efforts or specific projects related to Authority real estate and asset management goals.
  • Conducts community input processes such as project planning, neighborhood needs, and project approval.
  • Prepares and administers the various program’s budgets and oversees financing and real estate transactions as required.
  • Acts as the agency's liaison with architects, engineers, contractors, lending agents, development partners, property owners and others regarding program or project requirements.
  • Administers contracts, including inspection or directing the inspection of projects to ensure conformance to specifications and standards.
  • Administers the HUD ‘Capital Fund’ program including long term planning, execution of projects, budget tracking and required reporting.
  • Oversee the filing of applications for State or Federal funding allocations such as tax credits and mortgage credit certificates.
  • Coordinates and acts as a technical advisor on tax-exempt bond financing activities; monitors projects financed by bonds for compliance with appropriate rules and regulations.
  • Serves as a member of the agency’s leadership team, including strategic planning, coordinating inter-agency projects and acting in an advisory capacity for agency-wide issues.
  • Works collaboratively with other members of the leadership and management team in delivering the mission of the organization and various corporate projects and initiatives.
  • Prepares a variety of policies, procedures, correspondence, contracts, reports and other written materials; prepares and files a variety of reports as required by various funding and regulatory agencies.
  • Serves as a member of the nonprofit board of directors
  • Perform other related work as assigned.


QUALIFICATIONS

Knowledge of:


  • Principles and practices of low-income housing design, renovation and construction management.
  • Principles and practices of contract development, negotiation and administration of contracts.
  • Low-income housing development funding at state, local, and national levels.
  • Design, renovation and construction scheduling and budgeting practices.
  • Principals of green building and sustainability in new construction and capital improvements.
  • State and federal procurement requirements for design and construction of public improvements
  • Methods, techniques and costs of multi-family housing design and construction.
  • Resources available from private and public organizations to fund the development of low-income housing.
  • Capital needs assessments and planning
  • Prevailing wage requirements
  • Pertinent Federal, State and local laws, codes, zoning and regulations governing housing.


Ability to:


  • Manage significant renovation, redevelopment and capital improvement contracts of publicly owned affordable housing units.
  • Organize, set priorities and exercise sound independent judgment within area of responsibility.
  • Interact effectively, engage in problem solving and team building, and partner with colleagues, developers, citizens and community groups.
  • Use tact, discretion and diplomacy in dealing with sensitive situations.
  • Assemble complex project financing from a variety of public and private sources.
  • Identify and prescribe cost-effective project design, building system and construction contract specifications that are in the best interest of potential residents and the Authority.
  • Think creatively to resolve problems.
  • Prepare and deliver effective and informative public presentations.
  • Negotiate and administer large contracts.
  • Participate in the development of project goals and objectives.
  • Prepare clear and concise administrative and financial reports.
  • Analyze problems, identify alternative solutions, anticipate consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely, both orally and in writing.


Education and Experience:

 

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:


Education: Bachelor’s degree from an accredited college or university with major course work in business administration, construction management, architecture, urban design and planning or a related field required.


Graduate degree in finance, engineering, design, planning, or law preferred.


Experience: Eight to ten years of experience in the development, design, finance, and/or construction of affordable housing projects.


License:

 

Must possess and maintain a valid California class C driver’s license and satisfactory driving record. Professional accreditation such as registered architect, licensed general contractor or licensed real estate professional is desired.


Physical Demands:

 

While performing the duties of this job the employee is frequently required to sit for extended periods of time, talk and hear within standard ranges. The employee is required to walk, use hands to finger, handle, or feel objects, tools, or computer controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is performed in a normal office setting with moderate noise levels or within public housing residential facilities and buildings. Travel to a variety of housing sites and/or off-site meetings are necessary within the course of work.
