Definition

Under administrative direction, assists in planning, organizing and providing administrative direction and coordination for designated Housing Authority functions and activities, including oversight of financial and human resources matters, and the acquisition, maintenance and operation of agency facilities and real property; administers program operations and the operation and maintenance of agency real property and facilities directly and through subordinate levels of management; serves as a member of the agency’s senior management team and as a representative of the organization with a variety of public, regulatory, non-profit, business and community groups; provides policy guidance and program evaluation to staff; fosters cooperative working relationships with inter-governmental, regulatory, non-profit, business and various public and private groups; and performs related work as required.


Class Characteristics

This senior management class, reporting to the Executive Director, has delegated responsibility for policy development, program planning, fiscal management, administration and operation of specified Housing Authority functions, programs and activities directly and through subordinate levels of management. The areas of functional control may vary with the needs of the agency and oversight is normally carried out through subordinate levels of management. The incumbent is responsible for facilitating the implementation of agency goals and objectives. This class is distinguished from other management positions by the breadth and diversity of areas of assignment and the agency-wide implications of decisions made. 


Example of Duties (Illustrative Only)


  • Assists in planning, organizing, administering, coordinating and evaluating, either directly or through subordinate management and supervisory staff, the work of the Housing Authority in accordance with applicable laws, codes, regulations and adopted policies and objectives of the Board of Commissioners.
  • Assists in directing and coordinating the development and implementation of goals, objectives and programs for the Housing Authority; develops administrative policies, procedures and work standards to ensure that the goals and objectives are met and that programs provide mandated and locally-authorized services in an effective, efficient and economical manner.
  • Advises management on issues, programs and financial status; prepares and recommends long- and short-range plans for on-going operations and service provision, property acquisition and maintenance, human resources and employee relations matters, capital improvements and related areas.
  • Provides for the selection, training, professional development and work evaluation of department staff; authorizes discipline as required; provides policy and procedural guidance and interpretation to staff.
  • Contributes to the overall quality of the agency’s service by developing, reviewing and implementing policies, ordinances and procedures to meet legal requirements and Housing Authority needs.
  • Represents the agency in meetings with governmental and regulatory agencies, community groups and various business and professional organizations; may act as the agency liaison with the media.
  • Provides for the investigation and resolution of issues and complaints regarding the services provided by the Housing Authority.
  • Oversees the development and modification of a coordinated information technology and related administrative services functions for the agency.
  • Directs the preparation of and prepares a variety of correspondence, reports, policies, procedures and other written materials.
  • Oversees the maintenance of working and official agency files.
  • Performs a variety of special studies and projects as directed by the Executive Director; serves as the Executive Director on a relief or as-needed basis. 


Qualifications


Knowledge of


  • Administrative principles and practices, including goal setting, program development, implementation and evaluation.
  • Principles and practices of staff supervision, either directly or through subordinate levels of supervision, including work organization, staff resource management and employee motivation, training and performance evaluation.
  • Principles, practices and procedures of public administration, including budgeting, contract administration, employee relations and human resources, in a public agency setting.
  • Applicable federal, state and local laws, codes, ordinances and regulations.
  • Principles and practices of the acquisition, maintenance and repair of real property and housing and office facilities such as found in a broad-based housing authority.
  • Principles and practices of employee relations in a public agency setting.
  • Computer systems, hardware and software applications related to the work.
  • Basic principles, practices and procedures related to the development and implementation of a comprehensive and coordinated housing development, rehabilitation and ownership program.
  • Techniques for effectively representing the agency in contacts with governmental and regulatory agencies, community groups and various business and professional organizations.
  • Techniques for dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone. 


Skill in:


  • Assisting in planning, administering, coordinating, reviewing and evaluating the functions, activities and staff of the Housing Authority.
  • Developing and implementing goals, objectives, policies, procedures, work standards and internal controls.
  • Assisting in the oversight of agency financial activities, including administering investments, the development and implementation of the agency budget and the control of expenditures and purchases.
  • Interpreting, applying and explaining complex laws, codes, regulations and ordinances.
  • Effectively representing the agency in meetings with governmental and regulatory agencies, community groups and various business and professional groups and the media.
  • Effectively negotiating and administering a variety of contracts.
  • Directing the preparation of and preparing clear and concise reports, correspondence, policies, procedures and other written materials.
  • Using tact, initiative, prudence and independent judgment within legal and general policy guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.


Education and Experience:

Equivalent to graduation from a four-year college or university with major course work in business or public administration, public policy, community or urban development, architecture, engineering, or a field related to the work and five years of management experience in a public agency setting that will provide the required knowledge and skills. Possession of an advanced degree and experience with the development and administration of housing or real property programs are desirable.


License:

Must possess a valid California class C driver’s license and have a satisfactery driving record. 


Physical Demands:

Must possess mobility to work in a standard office setting, to inspect various real properties and structures, to operate a motor vehicle and to visit various agency and meeting sites; vision toread printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone.
