Section 3: The Basics

The Marin Housing Authority is committed to ensuring that Section 3-eligible residents in Marin are give access and opportunities to employment with the contractors and vendors who do business with MHA. The Section 3 program is designed to promote economic investment in our local community and to facilitate the self-sufficiency of our residents. 


When vendors who contract with MHA have a need to add "new hires" to their workforce to support their contract with MHA, they are required to notify and consider Section 3 applicants. MHA is dedicated to identifying and referring qualified workers who have the necessary skills or have been trained through various local job training programs.


In addition to hiring labor and staff for work contracted by MHA, vendors are encouraged to consider sub-contracting with resident-owned or Section 3 owned businesses. We also encourage resident-owned and Section-3 owned businesses to respond to MHA's procurement solicitations directly. 


More about Section 3

Section 3 of the Federal Housing Act of 1968 requires that economic opportunities generated by certain U.S. Department of Housing and Urban Development (HUD) financial assistance shall, to the greatest extent feasible, be given to low-income persons, particularly those who are recipients of​ government assistance for housing, and to businesses that provide economic opportunities for these persons. 

 

Regulations governing the implementation of Section 3 are contained in 24 CFR Part 135

Upcoming Section 3 Covered Contracting Opportunities

MHA anticipates releasing several contracting opportunities in the coming 12 months. These contracting opportunities are covered under Section 3 of the HUD Act of 1968. These anticipated solicitations will be subject to residential owned business preferences. Additionally, these contracting opportunities may create potential job opportunities if the contractor that is selected needs to hire to staff their contract with MHA.
