Guests: MHA Staff – Kathleen Wyatt (Director, Housing Operations), Susanne Joyce (Program Manager, HCV Program), Yashica Simpson-Franklin (PH Program Manager, GGV), Antoinette Terrell (Director, Asset Management) and Samantha Guzowski (Director, Supportive Housing and Services)

Mr. Harris had some trouble with Wi-Fi and brought the meeting to order at 3:41 p.m.


Attendance was taken, and introductions made.


1. Minutes: Motion by Kevin Gladstone to approve. Seconded by Royce McLemore. All approved.


2. Discussion on the following items took place.


Laundry rooms: Antoinette Terrell (AT) reported that a contract has been signed with Wash Laundry that includes getting new machines for all properties. She does not have a date yet for installations. 


Recruitment: Four applications were sent to the RAB. Michael Harris suggested that RAB needs a committee and a plan to review and act on the applications. Royce McLemore asked about recruitment at the Elderly/Disabled complexes.


FMRs: Kathleen Wyatt explained that HUD sets Fair Market Rents (FMRs) for all areas and that MHA sets payment standards at 110% of FMRs. Most members agreed that doing so increases opportunities for voucher holders to find housing in Marin. Kevin Gladstone believes that it sets the market and MHA should consider inflation control.


Annual Plan update: Began review of the update for 2025. McLemore asked questions about FSS because of the revisions to the Action Plan and Samantha Guzowski responded. Galperin suggested checking the box for new Financial Resources because of additional funds received from the County. McLemore asked about the option to take units offline for modernization and AT spoke about the flood unit at GGV. When the subject of voucher utilization was reviewed a discussion was had regarding racism in the Marin County housing market. When the subject of unit inspections was reviewed a lengthy discussion was had regarding how tenants are or aren’t informed of the deficiencies found. McLemore suggested that we add to the update the fact that MHA is looking at other vendors and an in-house inspector for future inspections.


3. Unfinished Business


Letterhead: Thos Chapman will provide letterhead samples by next week. 


4. Resident Council Update: None was provided


5. Special Orders: There were no further reports or special orders.


6. New Business: Mark Galperin wanted to discuss the Marin County budget as it relates to affordable housing. Michael suggested he attend the Board of Commissioners meeting.


7. Next Meeting: RAB members agreed to schedule a special meeting for July 10 to finish review of the Annual Plan update beginning at page 4.


8. Adjournment: The Chair concluded the Meeting at 5:26 p.m.
