Definition

Under general direction, performs technical work in the analysis of administrative proposals, practices, problems, budgets and implementation of affordable housing project management activities. Conducts reporting requirements, feasibility studies, analyzes and evaluates program regulations and procedures to maintain compliance with and make recommendations for housing programs.


Level Summary

The Program Analyst is a journey level management class immediately responsible to the Housing Director or Senior Housing Manager Level. This position requires initiative, strong analytical skills, and independent judgment to perform complicated budget analyses and project management, maintain and make recommendations on program and bookkeeping systems, reports, assume the lead on special projects. Assignments may focus on specific housing programs, budgets, construction or operations activities. Some assignments may involve supervision of consultants and vendors and close coordination with other internal departments and external housing related stakeholders.


Function

Researches housing program information; implements policy, procedures, programs, or systems and analyzes and maintains budgets; performs cost benefit and cost comparative analyses, assists in the preparation of requests for proposals and assembles data on program/project status, evaluates program information. More affordable housing program specific duties may include the following:


  • Perform activities associated with the acquisition, development and/or rehabilitation of affordable housing units;
  • Identify, research and analyze potential housing communities; assess market values and negotiate and prepare purchase documents and sale agreements;
  • Develop financial plans and costs for potential housing units; prepare feasibility studies for acquisition and rehabilitation;
  • Evaluate financing options and alternatives through the research and development of various funding scenarios and research and prepare grant proposals;
  • Work with a variety of individuals and agencies including financial real estate, and legal professionals, contractors, inspectors, and licensing and regulatory agencies. Develop partner relationships with other agencies/organizations;
  • Assist in the analyses, reporting and implementation of the capital fund improvement programs for the agency’s public housing communities;
  • Assist in the preparation and analysis of physical needs of properties and buildings and corrective measures to be taken;
  • Coordinate the work of consultants, contractors, and Marin Housing staff throughout the renovation and reconstruction process;
  • Conduct and research HUD established procurement and reporting procedures;
  • Create and distribute RFP’s/RFQ’s for contract labor and manage procurement activities;
  • Inspect projects in progress and at completion for final acceptance of conformance and design;
  • Prepare correspondence and report on assigned projects;
  • Examine plans, calculations, and specifications of complex projects for compliance with City and County codes and ordinances, and Marin Housing policy;
  • Keep updated with current affordable housing program regulations, Federal, State and local laws and codes.
  • Perform other affordable housing program related work as assigned. 


Employment Standards


Education/Experience

A combination of education and experience equivalent to graduation from a four-year college or university with major course work in business administration, planning/real estate, finance, public administration/policy or a closely-related field.


Minimum of three years of recent full-time experience in a private, non-profit or governmental agency in housing program management, financial analyses or related work which demonstrates application of the knowledge and ability requirements. Project management, budgeting experience and familiarity with affordable housing assistance programs are highly desirable.


Knowledge

Good knowledge of principles of affordable housing programs and construction management procedures necessary to research, analyze and manage housing programs; working knowledge of affordable housing financing and budgeting; general knowledge of goals of affordable housing programs for low-income persons. Requires knowledge of computer systems such as Excel, MS Word, MS Project and legal or technical terminology relating to affordable housing program functions.

Define problem areas; collect, analyze, interpret, and evaluate program data; validate conclusions; define, recommend and implement housing program activities; plan and complete work assignments with minimal direction; efficiently organize material and follow through on detail without supervision; work under pressure to meet deadlines; communicate and interact in situations requiring negotiation or persuasion; provide instruction, guidance an advice to consultants and vendors; communicate effectively verbally and in writing; interpret rules, regulations and policies; work well with division managers, other agency personnel, governmental agencies, elected officials, community based organizations, lenders, investors, diverse resident populations including seniors and those with special needs, and various other community stakeholders.


Licence

Possession of a valid California license is mandatory.
